No. of Resolution: JP26/JP 4 PR/3
The Board of Spokespersons, in its session of 12 March 2026, approved the following institutional declaration, which was read before the Municipal Council:
Institutional Declaration
FIRST. Barcelona City Council condemns any military attack by the Syrian government – or by groups aligned with it – against the Kurdish population and Kurdish-controlled territory, as well as any breach of the agreement signed between the Syrian government and the SDF.
SECOND. It supports the preservation of all self-government structures established by the Kurdish population, which has demonstrated through concrete actions its willingness and ability to govern a highly ethnically diverse territory in a stable and inclusive manner.
THIRD. It reaffirms its commitment to peoples who struggle for their dignity, self-determination and democracy, and demands respect for their language and culture, in accordance with international law.
FOURTH. Given that Barcelona is, and has always been, a city at the forefront of the defence of fundamental and democratic rights as well as civil liberties, the City Council expresses solidarity with the Kurdish people in the current context of political and social fragility, human rights violations and insecurity; demands the immediate cessation of any military action against Kurdish territory and population; and upholds that peace will only be possible through dialogue, respect for human rights and recognition of diversity.
FIFTH. Barcelona City Council underscores the need for Europe to play a firmer and more resolute role in response to this renewed situation of systematic human rights violations; to stand in defence of the rights of the Kurdish people by demanding the immediate end of all military operations in civilian areas and the full protection of civilians and essential services in accordance with international humanitarian law; to promote an independent and transparent international investigation into all violations and massacres, ensuring accountability for those responsible and establishing guarantees of non-repetition through independent monitoring mechanisms; and to guarantee the safe and dignified return of displaced persons, fair compensation and the reconstruction of the affected areas.
You are hereby informed for all appropriate purposes.
